As a result of Councilmember McKee-Rodriguez' election to take two months of parental leave, there will be a temporary vacancy in City Council District 2 for the period of August 1, 2025 - September 30, 2025 or until Councilmember McKee-Rodriguez returns.

The City of San Antonio invites applicants to temporarily fill the District 2 City Council position. For more information, please call the Office of the City Clerk at 210-207-7253.

NOTE: All Municipal Offices will be closed on Monday, May 26, for the Memorial Day holiday.

Timeline

May 19, 2025

Application opens at 8 a.m.

June 3, 2025

Applications must be received by the City Clerk by 12:00 p.m. (noon)

June 11, 2025

Applicants will be interviewed in person during the Council Special Session.

June 12, 2025

City Council will interview applicants and select the Interim Councilmember at A session. The Interim Councilmember will be officially sworn in.

August 1, 2025

The Interim Councilmember will take their official seat. 

Frequently Asked Questions (FAQs)

Will the application, letter of intent, and resume I submit be made public?
Yes. The application, letter of intent, and resume will be posted online once the City Clerk has accepted it, however, permanent residence address and date of birth will be redacted from the application.
We recommend you do not include Personally Identifiable Information (PII) in your Letter of Intent or Resume such as: social security number, date of birth, home address, family members’ names/addresses, or any other information you would not want posted on the internet.
Will my Personal Financial Statements (PFS) be made public?
Yes. PFS and addendum are public under the Texas Public Information Act. We may not be able to redact information from the PFS, so do not include any account numbers or other PII on that form. Read more about PFS.
Will my proof of residency documents be made public?
Proof of residency documents such as a copy of the applicant’s ID/Driver’s License, voter registration card, utility bill, bank statement, or other document will not be released unless the Texas Attorney General (AG) requires release. You would be notified if the AG required a release and afforded an opportunity to request a review by the AG.
Will there be staff in the Council District Office when the Interim takes office or do they need to hire a team?
Current Council District Staff are expected remain in place, however, changes in staffing are possible.
Will the Interim Councilmember serve as a proxy to the Councilmember who is on leave?
No. Proxies are not allowed. The Interim Councilmember has all rights and responsibilities granted in the City Charter and state law.
Can City Board and Commission members apply for the interim appointment?
Yes, however, board members who apply for the seat will automatically be resigned from their board / commission seat upon receipt of application in accordance with the City Charter Section 140 b.
Can the Interim Councilmember make board appointments?
Yes. The Interim Councilmember has all rights and responsibilities of an elected Councilmember. Board appointments are also governed by the City Code Chapter 2 Article IX.
What is the period that the Interim Councilmember will serve?
The Interim Councilmember will take office August 1, 2025, and serve until September 30, 2025. However, Councilmember McKee-Rodriguez can resume his seat prior to September 30, 2025, with written notice provided to the City Clerk.
Is there any training?
An orientation will be provided. All new Councilmembers are required to complete the Texas Open Meetings Act and Texas Public Information Act training. Both are offered by the Texas Attorney General on its website. Appointees shall submit their Certificates of Completion to the City Clerk. The Municipal Leadership Institute video series created for City Board members is also a good resource. 
When does City Council meet?
Meetings are outlined in the City Code Chapter 2 Article II. August and September are generally time for the preparation/adoption of the Annual Budget. Read more about the budget process.

Step 1.Qualifications

Must:

  • be a citizen of the United States.
  • be at least 18 years old.
  • be a qualified voter of the City of San Antonio and District upon filing the Application.
  • have resided in San Antonio continuously for at least one year prior to applying.
  • have resided in the council district at least six months prior to applying and must continue to do so during the term of office.

Must Not:

  • have been determined mentally incapacitated by a final judgment of a court.
  • have been finally convicted of a felony unless pardoned or otherwise released from the resulting disabilities. Successful completion of probation or parole does not make a convicted felon eligible to hold an elected office.

Step 2.Application Requirements

Applicants must submit the following:

  1. Completed Application for City Council Vacancy(PDF, 92KB)
  2. Letter of Interest
  3. Resume
  4. Valid Bexar County Voter Registration Certificate with address matching that as noted on the Application
  5. Original photo ID with address matching application or proof of address change with Texas Department of Public Safety (TDPS)
    • If using address change with TDPS, additional address verification is needed such as a utility bill or other official document that verifies residency for the past 6 months.
  6. Completed and notarized Personal Financial Disclosure (PFS) (PDF) Report and COSA Addendum
    NOTE: If a PFS was already completed and submitted in March 2025, a new one is not required.
