Strategic Plan

Animal Care Services Building

In the summer of 2022, Animal Care Services (ACS) launched phase 1 of developing the Strategic Plan. We kicked off the project with community engagement, collecting 3100 surveys from residents.

This process included:

  • over 40 in-person events throughout San Antonio
  • television
  • radio
  • print
  • digital promotion
  • five ACS in-person meetings throughout various locations

We held a partner focus group with national and local organization representation including:

  • veterinarians
  • fosters
  • volunteers
  • rescue partners including:
    • Animal Defense League
    • San Antonio Pets Alive!
    • San Antonio Humane Society
    • San Antonio Zoo

This feedback resulted in the development of five main focus areas. These overarching priorities will direct the efforts of ACS in the coming years. Each focus area has a few broad, longer-term goals that ACS will strive to achieve. Each goal has its objectives with specific tactics, actions, and measures for success.
