Public Art

Public art is permanent artwork in a public place that has been through a public engagement process. The art is designed by artists, and it is unique, not mass-produced. It is approved by the San Antonio Arts Commission and Public Art Committee.

The Department of Arts & Culture has over 600 public artworks. The collection ranges from murals to mayoral portraits. These artworks are in parks, libraries, community facilities, and in other public spaces.

Public Art Division

The Public Art Division of the Department of Arts & Culture manages public art projects and programs. The art represents the vibrancy and diversity of the community. It does this through art and place-making in the City of San Antonio. The managed public art projects include those tied to the City’s capital improvements. These programs connect to the community through:

  • exhibits
  • presentations
  • outreach and planning initiatives

The Public Art Division works with all City departments and supports:

  • local public art efforts by artists
  • community groups
  • partnership organizations
  • outside agencies

Community Engagement

Every project managed by the Department of Arts & Culture’s Public Art team goes through an extensive process. We check in with the community, stakeholders, and with our San Antonio Arts Commission. SASpeakUp also has information about public art. This includes upcoming meetings, open surveys, and updates.

Public Art Process

Our public process supports artists and a broad network of creative and allied professionals. It does this through our:

  • pre-approved artist list
  • mentorship program for San Antonio-based artists
  • special programs

The San Antonio Art Commission reviews and makes recommendations to guide our work.

Steps in the Process

  1. SASpeakUp Community Engagement includes an in-person meeting and a survey. The goal is to select Bond Project locations in each district.
  2. Staff develops a plan for locations and project approach.
  3. Public Art Committee (PAC) approves project initiation.
  4. SASpeakUp Community Engagement, an in-person meeting and survey to determine artwork theme.
  5. The Artist Selection Panel, as approved by PAC and the San Antonio Arts Commission (SAAC).
  6. Artist develops concept design.
  7. Stakeholder Review (City Council, client department, community); PAC approves concept.
  8. Artist develops final design.
  9. Stakeholder Review (City Council, client department, community); PAC and SAAC approve design.
  10. Public art project submitted to Historic Design Review Commission if needed
  11. Fabrication and installation.
  12. Dedication ceremony.
