Projects & Agreements

Through collaborations and support from our city’s citizens, commercial organizations, and not-for-profit advocates, we are pleased to report that the City of San Antonio investment to support our military community and JBSA requirements exceeds $105.6 million dollars. While this may seem like a large contribution, the economic impact that retention and recruitment of military missions is exponential in comparison exceeding $41 billion dollars.

The following are some examples of this support as well as additional support that both benefit our city’s citizens and further enhances our commitment to Military City USA™.

Bond Projects: Total $80.6 Million

2007-2012: $31.3 Million Supporting Four Projects

  • $12.8 million City-wide Bridge Program
    • $7.3 million Walters St. Bridge: Multi-lane, developer-ready corridor connecting IH-35 to Ft. Sam Houston high securitygate
    • $5.5 million Rittiman Rd. Bridge: Replace existing 300-linear foot bridge with new 14-span, 700-linear foot bridge to accommodate 100-yrflood.
  • $12.3 million Transportation: Intersection improvements along Harry Wurzbach, a key arterial roadway to Ft. Sam(with TxDOT/Public Lands Highway Discretionary Program)
  • $6.2 million Drainage: Gifted bridge to JBSA (Ft. Sam), replacing flood-prone bridge & mitigating potential serious emergencies

2017-2022: $35.8 Million Supporting Three Projects

  • $25 million Harry Wurzbach/Austin Hwy: Single-point urban interchange; construct connector ramps north of JBSA-Ft. Sam Houston
  • $9.1 million Storm Drain System: New storm drain and improvements to existing outfall; relieves flooding on Springvale neighborhood streets
  • $1.7 million New Roadway: Two-lane road, connecting Winans to Rittiman; supports JBSA Ft. Sam Houston Independent School District

Non-Bond Projects: Total $15 Million

  • $8.1 million: Lackland Corridor • Tribute to Freedom Monument: Honors USAF Basic Military Training
    • Deceleration lane (US Hwy 90 access road)
    • Temporary Haul Route (support MILCON)
    • Corridor study
  • $1.5 million: Springvale St: Supports construction access to new Airman Training Center at JBSA-Lackland
  • $1.1 million: Carson Water Line: Utility/road reconstruction; increased water capacity to Walters Street Corridor / Ft. Sam Houston main gate area
  • $918K: Combination of Defense Community Infrastructure Pilot Program Grant and City matching funds to revamp Ackerman Road and enhance access to Martindale Army Heliport”
  • $840K: Walters Corridor Improvements: Restored side streets promoting revitalization/development
  • $776K: Growdon Rd Gate 3rd Lane: New dedicated right lane to commercial vehicle inspection
  • $560K: Road Rehabilitation Projects: Road fronting ARNORTH, and, Camp Bullis Rd (east of IH-10)
  • $538K: DEAAG funding secured to reinforce JBSA Perimeter Fence.
  • $300K: JBSA Lackland/Ft. Sam/Camp Bullis Drainage Study: Funds study to ID culvert solutions
  • $70K: New Braunfels Gate Opening: City support -- signage, traffic calming, signal maintenance

Intergovernmental Support Agreements (IGSA): Total $1.12 Million

  • $1.1 million for two CoSA-JBSA Pavement Intergovernmental Support Agreements (IGSA) Projects;
    • 2018 Parker Hill Rd (JBSA-Ft Sam Houston): $273K -- JBSA estimates savings of $53K
    • 2020 Winans Rd (JBSA-Ft Sam Houston): $850K -- JBSA estimates project completed 27% ahead of schedule
  • $18K across three CoSA-JBSA Bulk Purchase IGSA orders • October 2020: delivery to JBSA locations: Lackland, Ft. Sam Houston, and Camp Bullis.
  • 700 tons of “Flexible Base Type A”, and 100 tons of “Plyometric Sand”
  • EMS/911 Services IGSA in support of JBSA-Fort Sam Houston & Camp Bullis
