Meeting Participation

Public Comment is your opportunity to address City Council about issues that are important to you and your community.

There are many ways you can make your voice heard:

  • Submit a comment online
  • Speak at a Wednesday Public Comment session
  • Speak on specific agenda items at a Thursday A Session meeting
  • Speak during the Zoning Session

In Person

Step 1.Plan to Speak at a Meeting

  • You must register to speak 30 minutes prior to the posted meeting time.

Step 2.Sign Up on SASpeakUp or Onsite

You'll see a list of meetings and events. Follow the steps below to sign up.

  • Select the meeting you want to participate in.
  • Select the agenda item you would like to speak on.
  • Click on sign up to speak and fill out the form.
  • An email confirmation of your registration to speak will be sent to the email you listed.

A staff member will be available 45 minutes before the meeting to assist anyone signing up to speak.

Step 3.Review the Speaking Guidelines

  • Individuals are given three minutes to speak.
  • Organizations are given nine minutes to speak if three representatives are registered and waiting in the queue for their names to be called.

NOTE: The Mayor or Presiding Officer may reduce speaking time at his/her discretion.

Step 4.Attend the Meeting

Most meetings take place in the City Council Chambers:

Step 1.Submit Your Comment on Time

Written comments are accepted from the time the agenda is posted up until one hour before the meeting start time. Comments will be distributed to all City councilmembers.

Step 2.Post Your Comment on SASpeakUp

  • Go to SASpeakUp. Under Meetings & Events select the meeting you want to participate in.
  • Select the comment box next to the agenda item you would like to comment on.
  • Type in your comment and click "comment".
  • You will receive an email confirmation of your comment to the email you entered.

Frequently Asked Questions (FAQS)

Do I have to be a San Antonio resident to sign up to speak?
No, you do not have to reside within San Antonio city limits to speak at the Public Comment Session.
Will my personal information be made publicly available?
Any information provided at registration is public record.
I can't make it in time for the meeting. Can someone else speak for me?
Someone can read a prepared statement on your behalf, but they must register to speak under their own name.
Can I ask the City Council questions during my time slot?
State law (Sec. 551.042) prohibits Councilmembers from responding. Find your councilmember and contact their district office if you have questions for your City Councilmember representative.
Can I pass out documents to City Council?
Yes, when you get to the podium, indicate that you have documents for distribution to City Council, and a representative will assist you. The City does not assist with copying materials for distribution.
I want to play music or show a video/slideshow/pictures. What do I need to do?
To submit any of these items, call 210-207-7236 or contact TVSA at least 24 hours prior to the Public Comment Session. A projector is available for hard copies. Using licensed material without consent from the copyright holder is prohibited; submit consent prior to participation.
Can I take videos or photos during the session?
You may record from your seat as long as you don’t interfere with speakers or disrupt attendees. Tripods and floor equipment are not allowed unless used from the media box. Flash photography is prohibited during the session.
I want to come speak on a zoning case. What information do I need?
If you received a letter with a Zoning Case number or know the property's address, locate the corresponding item number in advance by reading the appropriate agenda at SanAntonio.gov/Agenda. The item number will be listed with a Z for zoning (e.g., Z-1) or P for plan amendment (e.g., P-1). Please arrive early to research your item number if needed.

Auxiliary aids and services are available upon request by calling 210-207-2098 V/TDD for help. Interpreters for the deaf must be requested 48 hours before the meeting. Close captioning is available on broadcasts of the Council Meeting on cable channel 21-TVSA.
