Special Districts

The Regional Planning Division processes and negotiates agreements related to landowners’ requests to create a special district in the City’s ETJ and makes recommendations to the City Council when the City’s consent to the county’s creation of a district is requested.

Chapter 382 Public Improvement Districts (PIDs), also referred to as Special Improvement Districts, are created by Bexar County when a landowner request creating a district and receives consent of the City (by Council Resolution) whose ETJ the District will be established. The City conditions its consent through Development Agreements with the landowners (by Council Ordinance).
