About the Ordinance

The City of San Antonio passed the Domestic Violence Signage ordinance in October 2023.

This local law helps more people find important domestic violence services and resources.

The ordinance requires all public places to post domestic violence resource signs in restrooms used by visitors or employees by October 1, 2024. This may be the only private place a person experiencing domestic violence can scan a QR code or memorize a phone number to get help.

San Antonio has one of the highest rates of domestic violence in Texas. We can help our neighbors break free from the cycle of abuse.

Enforcement

NOTE: Enforcement will begin on October 1, 2024.

Metro Health will enforce the rule after receiving a complaint or conducting an inspection. This means someone can call 311 Customer Service to complain. If a complaint is made about your establishment, Metro Health staff will visit to enforce the display of the domestic violence sign.

This rule applies to all places of public accommodation. This includes every business in the City. It applies to any establishments open to the public that offer, for pay, any product, service, or facility. The term "place of public accommodation" includes but is not limited to such places as:

  • apartment houses/hotels with four or more units
  • banks
  • business or shops where products are sold, such as clothing, home goods, flowers, lumber
  • businesses where services are sold, such as insurance, auto repair, dry cleaning, etc.
  • golf courses
  • hospitals and health care offices
  • hotels and motels
  • museums
  • public transport, including stations and terminals
  • restaurants, including all places where food and drinks are sold
  • sports and entertainment venues, including gyms      
  • theaters
  • theme parks

Sign Placement

All establishments must place the sign on the bottom right corner of the restroom mirror. If there is no mirror, or the mirror is smaller than 48 by 30 inches, then place the sign on the back of the restroom exit door at eye level or five feet above the floor. The sign should be placed in all female, male, unisex, and family restrooms used by the public or employees.
