Interim Director, Josephine Valencia

Career

Josephine Valencia joined the City of San Antonio in December 2010 as the Assistant Solid Waste Management Director. She was promoted to Deputy Director in 2021. She currently manages the following for the department:

• fiscal operations
• safety division
• recycling program
• marketing section

Mrs. Valencia has over 25 years of experience in the solid waste industry across four states. She has held leadership roles with both the State of Texas Alliance for Recycling (STAR) and the Solid Waste Association of North America (SWANA).

She is a national faculty instructor for SWANA and is certified to teach Solid Waste Collection Systems, Recycling Systems, and Transfer Station Management.

• Bachelor in Business Administration (magna cum laude), Baruch College at the City University of New York 
• Master of Science in Public Policy, Carnegie Mellon University
