City Celebrates Complete Rental Rehabilitation Housing Bond Developmen

SAN ANTONIO (April 28, 2025) – Today, the City of San Antonio, in partnership with Prospera Housing Community Services and Bexar County, celebrated the official ribbon cutting for Arbors at West Avenue. This development is the first rental rehabilitation project and sixth project overall to be completed with support from the City’s 2022 Affordable Housing Bond.

Located at 3747 West Avenue in District 1 and Bexar County Precinct 2, the rehabilitated community now offers 234 high-quality rental units, blending newly constructed apartments with fully rehabilitated homes. The Arbors at West Avenue offers 234 rental homes, with units affordable for households earning up to 80% of the Area Median Income (AMI), including 17 units at 30% AMI, 124 at 50% AMI, 60 at 60% AMI, and 33 at 80% AMI.

“Arbors at West Ave. is more than bricks and mortar—it’s about rehabilitating opportunity, dignity, and hope,” said Mayor Ron Nirenberg. “The Arbors at West Avenue represents the kind of transformational change San Antonio voters demanded when they overwhelmingly supported the Affordable Housing Bond in 2022. We said we would build and rebuild, and we did—boldly, compassionately, and in partnership with the community.”  

The $55.4 million development reflects the City’s Strategic Housing Implementation Plan in action, providing not just roofs, but renewed opportunities. Onsite amenities include a community center, clubhouse, playground, pool with cabana, and an on-site resident services manager offering wraparound services ranging from education and employment support to afterschool programming.

“Our district doesn’t shy away from the hard conversations or the headlines—we address them head-on with real solutions,” said District 1 Councilmember Dr. Sukh Kaur. “Today, we’re not just talking about the need for affordable housing, we’re delivering it. Arbors at West Ave. will bring much-needed new homes to our community. Thus, this project serves as a convincing step toward turning the tide on homelessness, not just in our district, but across San Antonio. I’m proud that once again, District 1 is showing what’s possible when compassion meets action.”

Arbors at West Ave. received $2 million in Affordable Housing Bond funds, $500,000 in Community Development Block Grant (CDBG) funds, $750,000 in Federal Home Loan Bank of Dallas Affordable Housing Program funds, $750,000 in HOME Investment Partnerships Program (HOME) funds from the City, as well as an additional $600,000 in HOME Investment Partnership funds from Bexar County. A significant portion of the project was financed through a 4% Low-Income Housing Tax Credit (LIHTC) allocation from the Texas Department of Housing and Community Affairs (TDHCA), which provided more than $22 million in leveraged equity.

This is how we meet our housing goals and serve people with dignity.”

The effort was led by Prospera Housing Community Services, a nonprofit developer dedicated to strengthening communities and providing supportive, service-enriched environments for working families.

The Arbors at West Avenue is a tangible result of San Antonio’s ongoing commitment to affordable housing, equity, and strategic growth, showing what is possible when public and private partners come together to invest in people.

To date, the Affordable Housing Bond has committed over $115 million to create and preserve more than 4,100 homes across San Antonio near jobs, transit, schools, and services. With the opening of Arbors at West Avenue, 4,300 units have now been built or preserved and are available to the public. As San Antonio continues to implement innovative solutions to expand affordable housing, Arbors at West Avenue stands as a testament of what is possible when policy, investment, and community collaboration come together.
