A strong focus on implementing Zero-Based Budgeting aims to improve efficiency and accountability.
SAN ANTONIO (February 20, 2025) – During Wednesday’s City Council B Session, the Council was given a presentation on the FY25 3+9 Financial Report, outlining key financial projections. District 10 Councilmember Marc Whyte reaffirmed an unwavering commitment to District 10’s top budget priorities: public safety, streets/sidewalks, and code enforcement. Additionally, the Council received an update on implementing a Hybrid Budget Method incorporating Zero-Based Budgeting (ZBB), an Outcome and Priority Based Budgeting model for the FY 2027 budget cycle. This approach aims to enhance efficiency and accountability across City departments. Councilmember Whyte, who spearheaded this initiative through a Council Consideration Request (CCR) in February 2024, expressed strong satisfaction in seeing Zero-Based Budgeting successfully adopted and put into practice. "We are moving towards this new method of budgeting in our City. When spending our citizens’ tax dollars, how we most directly and positively impact our citizens’ day-to-day to lives should be the focus of every dollar we spend."
The City, in collaboration with PFM Group Consulting, will present the proposed approach and detailed implementation plans in May 2025.
