City Celebrates Expansion of Towne Twin Village

First Affordable Housing Bond-Funded PSH Project Now Complete in San Antonio


SAN ANTONIO (April 14, 2025) – Phase 2 of the City of San Antonio’s Permanent Supportive Housing (PSH) development, Towne Twin Village, is marking a significant milestone with the opening of 41 new tiny homes. Located at 4711 Dietrich Road in Council District 2, the expansion represents the first PSH project completed with funding from the City’s 2022-2027 Affordable Housing Bond.

Developed by the Housing First Community Coalition, Towne Twin Village is a transformative project designed to address chronic homelessness among San Antonio’s older adult population. When complete, the development will offer a total of 204 homes specifically for individuals aged 55 and older. This project contributes directly to the City’s Strategic Housing Implementation Plan (SHIP), which calls for the creation of 1,000 PSH units by 2031. To date, 477 permanent supportive homes are now complete, under construction or in the development pipeline.

“The expansion of Towne Twin Village is a testament to San Antonio’s commitment to providing compassionate, innovative, and effective solutions to combat homelessness and chronic homelessness,” said San Antonio Mayor Ron Nirenberg. “By integrating housing with supportive services, we are creating pathways to stability and dignity for our most vulnerable residents.”

The Affordable Housing Bond, approved by voters in 2022, allocated $150 million toward creating and preserving affordable housing in San Antonio. Of that, $9.9 million was directed to Towne Twin Village to support the construction of 41 tiny homes and infrastructure for a future 80-unit multifamily housing site. These funds have been crucial in advancing the project from vision to reality, and they demonstrate how strategic public investment can generate lasting impact for the city’s most vulnerable residents.

“Towne Twin Village is more than just housing; it's a community that offers hope and support,” said San Antonio District 2 Councilmember Jalen McKee-Rodriguez. “This expansion reflects our district's dedication to innovative solutions that uplift and empower our residents. We are proud that Towne Twine Village calls District 2 home.”

The Towne Twin Village model centers on providing not just a roof, but also wraparound services tailored to the needs of aging and people who have experienced chronic homelessness. People will have access to on-site medical, dental, and mental health care, as well as addiction recovery services and intensive case management. The community includes wellness facilities, recreational areas, faith-based programming, a library, gym, garden, and transportation support. The entire campus is designed to be fully walkable and inclusive of residents with sensory disabilities. In addition, life skills classes will be offered—ranging from GED certification to budgeting—and on-site care coordinators will work closely with residents to develop personalized, resident-led service plans that foster autonomy and dignity.

“This development exemplifies the objectives outlined in our Strategic Housing Implementation Plan,” said City of San Antonio Neighborhood and Housing Services Department Director Veronica Garcia. “Through collaborative efforts, targeted investments like the Affordable Housing Bond, and on-site supportive services that help people stay housed, we are making significant strides in addressing housing affordability and homelessness in our community.”

To help people age in place, home health care services will be made available. Free meals, clothing, and grooming services such as hair and nail care are also part of the daily support services designed to restore quality of life and self-worth.

“Towne Twin Village is built on the belief that everyone deserves a safe place to call home,” said Housing First Community Coalition Executive Director Edward Gonzales. “Thanks to the City’s Affordable Housing Bond and our dedicated partners, we are giving our most vulnerable neighbors the opportunity to heal, grow, and thrive.”

More housing is planned for the campus. Once complete, Towne Twin Village will have a total of 204 homes on site ranging from Permanent Supportive Housing to new rental production homes available for households earning up to 30% of the Area Median Income (AMI) for San Antonio and Bexar County.
