City & Partners Break Ground on Affordable Housing for Older Adults

Cornerstone Housing Group makes $1,000 donation to San Antonio Food Bank.


SAN ANTONIO (December 17, 2024) – The City of San Antonio, The San Antonio Housing Trust and Cornerstone Housing Group, LLC, broke ground on a new affordable housing complex today on the city’s Southeast side to rent 180 affordable homes to older adults.

Legacy Senior Residences is the 8th rental production project supported by the voter-approved Affordable Housing Bond. The project will provide a mix of one- and two-bedroom apartments to older adults who are making less than $47,820 annually for a household of three.

“Legacy Senior Residences is the start of addressing an issue facing a fast-growing segment of our city’s population,” said Mayor Ron Nirenberg. “The number of adults older than 55 in our city is growing more quickly than the overall population, and Legacy Senior Residences will create a place for our communities to age in comfort, safety, affordability and dignity. I am excited to see this project come to fruition.”

Legacy Senior Residences is a 180-unit, multi-family independent living community for residents aged 55 years or older. Of the 180 homes, 20 homes will be available for rent to households earning 30 percent or below the Area Median Income (AMI), two homes will be available for rent to households earning 50 percent or below the AMI, and 158 homes will be available for rent to households earning 60 percent or below the AMI.

“I am thrilled to be part of the groundbreaking ceremony for the Legacy Senior Residences,” said District 3 Councilmember Phyllis Viagran. “This is a key project funded by the Affordable Housing Bond, located in the heart of District 3. This development will offer 180 units, along with a variety of amenities designed to enhance the quality of life for our senior residents. My priority is for our District 3 residents to age with dignity.”

Residents or families living at Legacy Senior Residences will have access to the following amenities: elevators for accessibility to each of the three stories, on-site management, 24-hour on-call maintenance staff, an interior mail room, a business center with internet access and computers, a fitness center, theater room, billiard room, craft room, serving kitchen and several large gathering and social rooms, as well as a pet grooming station. Outdoors, tenants will have access to a pool, pickle ball, covered grilling area, pet park, outdoor green space and seating area.

Inside the homes, residents will have access to fully equipped kitchens that include an Energy Star-rated refrigerator, stove/oven, microwave, dishwasher, and disposal. Also included are washers and dryers in each home. Bathrooms have roll-in showers, grab bars, water-conserving fixtures, and energy-efficient lighting.

“The Affordable Housing Bond in San Antonio is playing a significant role in improving housing for individuals and families,” said Veronica Garcia, Director of the Neighborhood and Housing Services Department. “Community partnerships are critical to the expansion of affordable housing options for all communities throughout our city.”

In celebration of the new apartment community, the Cornerstone Housing Group, LLC made a $1,000 donation to the San Antonio Food Bank for its impact in the city.

"The San Antonio Housing Trust is proud to partner with Cornerstone Housing Group, LLC, to develop this 180-unit community to serve older adults on the City’s Southside," said Pete Alanis, Executive Director of the Trust. "In San Antonio, there are 185,000 residents over the age of 65; of those residents there are 56,000 who are housing cost-burdened. This community will provide much-needed housing for older adults, many of whom rely solely on Social Security. Legacy Senior is one of several developments we are building on the Southside to serve our seniors, and we will continue to seek opportunities to build more dignified homes, as our growing population continues to age."

The City of San Antonio is providing a total investment of $6.1 million to support Legacy Senior Residences, including a $2.1 million contribution from the Affordable Housing Bond, $1.7 million in Community Develop Block Grant (CDBG) funds, and $2.3 million from the HOME Investment Partnerships Program (HOME), in addition to the Texas Department of Housing and Community Affair’s 4 percent Low Income Housing Tax Credits and $3,680,800 in National Housing Trust Funds (NHTF). In total, the development of the Legacy Senior Residences is a $53.5 million investment in the San Antonio community.
