City of San Antonio Shares Winter Weather Response Plan

SAN ANTONIO (January 17, 2025) – The National Weather Service (NWS) forecasts significantly cold temperatures arriving in San Antonio by Saturday and continuing through next week.
The City strongly urges all residents to prepare for cold weather by remembering the Four Ps: People, Pets, Plants & Pipes. For information about the 4Ps, a map of places to stay warm, and cold weather tips and resources, visit SA.gov/ColdWeather.
Unsheltered Neighbors
The City of San Antonio's Department of Human Services (DHS) is working with community partners to operate additional temporary overnight shelter space to help unsheltered neighbors experiencing homelessness. The following locations will be available:
- City of San Antonio Bode Community Center, 901 Rigsby Ave
- Corazon SA, 504 Ave E
- Haven for Hope, 1 Haven for Hope Way
The City's Community Connections Hotline (210-207-1799) will operate 24 hours daily starting at 4 p.m. on Saturday, January 18, through the last night with freezing conditions. The hotline will provide up-to-date information on warming centers and shelter, and will connect unsheltered neighbors with resources, including shelter transportation and cold weather supplies. DHS will provide transportation to overnight shelters. Animal Care Services has provided kennels to care for pets at shelters.
DHS Street Outreach will operate 24 hours daily beginning at 4 p.m. on Saturday, January 18, through the last night with freezing conditions. DHS Homeless Street Outreach and community partners began connecting with unsheltered neighbors on January 14 to encourage sheltering before the impending cold weather. Outreach partners include Christian Assistance Ministries, SAMMinistries, Haven for Hope, Corazon San Antonio and Centro San Antonio Ambassadors.
Daytime Warming Centers
Libraries, Senior Centers, and Parks Facilities will serve as warming centers during their regular hours of operation, including Sunday, January 19. Selected locations will operate with extended hours. Hours for each location are reflected on the City's map of places to stay warm at SA.gov/ColdWeather.
In addition, the following locations will have extended hours on Sunday, January 19, and will also be open on the MLK Holiday on Monday, January 20. These locations will be open from 8 a.m. to 6 p.m. on Sunday and Monday.

- Guerra Branch Library, 7978 W. Military Dr.
- Hamilton Community Center, 10700 Nacogdoches Rd.
- Maverick Branch Library, 8700 Mystic Park
- Miller's Pond Community Center, 6075 Old Pearsall Rd.
- Mission Branch Library, 3134 Roosevelt Ave.
- Schaefer Branch Library, 6322 US Hwy 87 E
- Semmes Branch Library, 15060 Judson Rd.
- Ward Community Center, 435 E. Sunshine Dr.
All hours and locations will be displayed on the Office of Emergency Management (OEM) website at SA.gov/ColdWeather. Follow the "Places to Stay Warm" link and see the map for warming center locations and hours of operation.
These locations are used as places for residents to stay warm. Anyone coming to these locations should bring clothes, supplies and medicine. The centers are accessible and inclusive.
VIA passengers may travel fare-free to or from these locations on Sunday, January 19, and Monday, January 20. Passengers using VIA bus service or VIA Link (within the Link service zones) should alert the bus operator when boarding; VIAtrans passengers should alert the reservation agent when booking a VIAtrans trip.
Rental Property Tips
Landlords must maintain their rental properties to the minimum standards of the San Antonio Property Maintenance Code (Sec 6-52).
