D10 Councilman champions Zero-Based-Budgeting advancements

SAN ANTONIO (May 17, 2024) – Today, Councilman Whyte celebrated the advancement of Zero-Based-Budgeting (ZBB) during this afternoon’s Governance committee meeting. The CCR will now go to the Office of Management and Budget for review. ZBB would require each city department to build its budget from the ground up, starting from a “zero base,” so that the needs and priorities of the specific department can be analyzed and only the expenses necessary to achieve the desired results are approved. Last month, Councilman Whyte formally filed the Council Consideration Request (CCR) on initiating Zero-Based-Budgeting for FY2027.

“Today’s discussion on Zero-Based Budgeting (ZBB) was a milestone for our City,” Councilmember Whyte said. “I’m incredibly grateful to my colleagues in Governance for their support and openness to this new initiative. Zero-Based Budgeting would enhance transparency between local government and the constituents we serve, and it would also hold our city offices accountable for how we spend money. We still have a long road ahead, but I'm confident that the rest of City Council and our City Staff will be receptive to our city doing a zero-based budget. Once we implement ZBB, we will then be able to truly give our residents the best return on investment for their tax dollars.”
