City of San Antonio Winter Storm Response by the Numbers

SAN ANTONIO (February 2, 2023) – The City of San Antonio provided critical services to residents during the winter storm, including securing temporary shelter for more than 1,000 individuals over three nights, providing resources to those who chose to remain unsheltered, monitoring and keeping roadways open, responding to reports of suspected animal abuse and providing other vital services to residents.

After activating its emergency operation center, the City’s Departments remained operational and reactive to maintain essential services to residents.  

“The City of San Antonio collaborated with our local partners and non-profit organizations to serve our residents during this winter storm,” said City Manager Erik Walsh. “I want to thank the City team for their dedication in responding to the needs of our residents with empathy, compassion and care.”

Temporary Shelters

Department of Human Services and non-profit partners began outreach on Monday to connect people experiencing homelessness with resources and temporary shelters during the cold temperatures. That outreach continues through this evening. 

Department of Human Services and nonprofits provided:

• 1,000+ people with temporary overnight shelter over three nights
• 400+ people with temporary day shelter over three days
• 231 people with warm weather supplies
• 20 people with transportation to temporary shelters
• 300 blankets
• 225 hats
• 250 pairs of gloves

Roads

San Antonio Public Works crews responded to:

• Five road closures at lower water crossings due to flooding (all reopened)
• 29 traffic signalized intersections (all restored)
• 22 downed trees (all removed)
• 69 bridges treated for ice
  • Four medium duty tanker units deployed 2,200 gallons of de-icing liquid
  • Four heavy duty rock spreader units deployed 72 tons of chat rock
  • Eight emergency response flare trucks were used to monitor locations for ice

San Antonio Police Department responded to 44 weather-related incidents:

• January 31 – six minor accidents, two major accidents, four traffic-related*
• February 1 – two minor accidents, 28 traffic-related, two road closures *traffic related includes ice and/or stalled vehicles on the road

Animals

Animal Care Services:

• received 532 neglect calls
• 1,300+ calls for service
• brought in 200+ pets

San Antonio 311 answered 7,745 phone calls primarily for trash, animal and code concerns over the winter storm period.
